PORTATION TRAN STATE &PUBLIC OF FACILI Kauri ALASKA NOTICE OF FLOOD ENCROACHMENT & INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES Project Title: Bogard Rd Road Safety and Capacity Improvements [Parent] [2023 CTP Award] Project No.: CFWY01234 / 0001802 The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposal to reconstruct Bogard Road from Trunk Road to Grumman Circle, a distance of approximately 3 miles in Alaska's Matanuska-Susitna Borough. The purpose of the proposed project is to upgrade the aforementioned section of Bogard Road to an arterial highway standard to address safety and capacity issues. The proposed work may include: Reconstruction and resurfacing of the roadway Addition or reconstruction of pedestrian facilities, including an adjacent shared-use pathway Addition of turn and/or auxiliary lanes and/or median Roadway vertical and/or horizontal alignment shifts Intersection improvements, including access control alterations Drainage improvements, including ditch grading, culvert and/or bridge replacements, installations, and/or upgrades, stormwater basins, and other drainage facilities. Vegetation clearing & grubbing Utility adjustments and/or relocations Geotechnical investigations Installation, repair, or replacements of roadside hardware including: Guardrail and guardrail end treatments ° Lighting Signals Americans with disabilities Act (ADA) compliant pedestrian facilities Signs Striping Noise barrier(s) The proposed project would encroach into the base (100-year) floodplain associated with Wasilla Creek. Additional encroachments into unmapped floodplains associated with Cottonwood Creek or other small waterways intersecting the project may occur. (FEMA FIRM Panels 02170C8130F, 02170C8110F, and 02170C8105F (effective date 9/27/2019)). Potential impacts to the base & unmapped floodplains would include installation of functionally dependent structures such as culverts, bridges, and other drainage features. No longitudinal or significant encroachment is anticipated as a result of the project and no net change to base flood elevations is expected to result from construction of the project. This proposed project will comply with Section 106 of the National Historic Preservation Act; Executive Orders: 11990 (Wetlands Protection), 11988 (Floodplain Protection), 12898 (Environmental Justice), the Clean Air Act, Clean Water Act, Fish and Wildlife Coordination Act, and U.S. DOT Act Section 4(f). Construction for the proposed project is anticipated to begin in 2032.
