TATION TRANSPOR STATE & PUBLIC FACILITIES ALASKA ALASKA DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES NOTICE OF PROPOSED DE MINIMIS SECTION 4(F) FINDING Project Title: Seward Meridian Parkway Road Improvements Phase II: Palmer-Wasilla Highway to Seldon Road Project No.: (Federal/State): 0001417/ Z512210000 The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments on an intended Section 4(f) de minimis impact finding for proposed impacts to a recreational field outside of Cottonwood Creek Elementary. These impacts are part of a proposed project to upgrade and widen Seward Meridian Parkway (SMP) from the Palmer-Wasilla Highway to Bogard Road and extend the SMP to Seldon Road. The field is in front of Cottonwood Creek Elementary School in Wasilla, AK and is a recreational area protected under Section 4(f) of the Department of Transportation (DOT) Act of 1966. DOT&PF intends to make a finding that after consideration of impact avoidance, minimization, and mitigation or enhancement measures, the proposed project will not adversely affect the activities, features, and attributes of the field in front of Cottonwood Creek Elementary. The project would affect a small area on the east edge of the field, measuring about 100 square feet (0.02 acres). The affected area will provide the necessary space for installing a utility pole down guy anchor. A property interest in the form of a permanent easement would be acquired to allow DOT&PF the ability to construct the project and maintain maintenance access. All disturbed areas will be revegetated to match the surrounding environment and construction activities will be coordinated so the field access and function is retained during regular park hours. The proposed project's impacts to the field would not restrict recreation opportunities or access to the field or surrounding recreational areas. Construction for the proposed project is anticipated to begin in summer 2023.
