ORTATION PUBLES VEST STA . OF NOTICE OF INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES Project Title: Trunk Road (Nelson Road) Extension South, Phill (MSB) Project No.: CFHWY00889/0001747 The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposed project beginning at the end of the Matanuska-Susitna Borough (MSB) constructed Phase I project near the east end of Fetlock Street. The replacement of Bridge #2227 is the primary purpose of this project. The project would lift the road surface, improve pedestrian facilities, remove the old sub-standard bridge, and construct a new bridge across Wasilla Creek to address pedestrian, flooding, and safety considerations. Additional improvements could include: . Bridge removal Bridge construction Paving Pathway and/or sidewalk . Pedestrian amenities Roadside hardware . Roadway realignment Shoulders Signing and striping Brush clearing and grubbing Drainage features Embankment protection Stream channelization The proposed project would encroach into the base (100-year) floodplain associated with Wasilla Creek (Federal Emergency Management Agency Flood Insurance Rate Map panels 02170C8120F (effective date 9/27/2019)). Potential impacts to the base floodplain could include brush clearing and grubbing, embankment protection, stream channelization, and improvements to drainage features. No regulatory floodway is present. No significant encroachment or net change to the base flood elevation is anticipated. The proposed project would comply with all applicable authorities including Section 106 of the National Historic Preservation Act; Executive Order-11990 (Wetland Protection); Executive Order-11988 (Floodplain Management); Executive Order-12898 (Environmental Justice); Executive Order 11593 (Historic Preservation); Executive Order 13084 (Consultation and Coordination with Indian Tribal Governments); Clean Air Act; Clean Water Act; U.S. Fish and Wildlife Coordination Act; U.S. DOT Act Section 4(f); Bald and Golden Eagle Protection Act; Endangered Species Act; Magnuson-Stevens Fishery Conservation Management Act; and Section 6(f) of the Land and Water Conservation Act. Construction for the proposed project is anticipated to begin in Summer 2025.
