TRANSPORT & PUBLIC PORTATION STATE OF FACILITIES ALASKA NOTICE OF INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES AND FLOODPLAIN ENCROACHMENT Project Title: Glenn Highway Incident Management Traffic Accommodations Project No.: CFHWY01033/0A16056 The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposal to construct modifications and improvements to facilitate efficient through travel along the Glenn Highway corridor and nearby roads between Boniface Parkway and the Parks Highway. The purpose of the proposed project is to improve emergency response to traffic incidents and mitigate congestion caused by incidents on this stretch of highway. Additionally, the project is needed to ensure that gridlock does not preclude travel between Anchorage, Eagle River, and the Matanuska Valley during times when lanes are blocked by accidents or other events. The proposed work would include: Resurfacing Roadside hardware, guardrail, signage, lighting Utility relocations Vegetation clearing and grubbing Ramp widening Dig-outs Drainage improvements (culverts, ditching, storm drains) Safety improvements Bridge repairs Geotechnical exploration Pedestrian and ADA improvements The proposed project may encroach into the base (100-year) floodplain and regulatory floodway associated with Eagle River (FEMA FIRM Panel(s) 0200050387D, 0200050379D); Fire Creek (FEMA FIRM Panels 0200050380D, 0200050379D, 0200050383D, 0200050385D); Peters Creek (FEMA FIRM Panel 0200050089D); Eklutna River (FEMA FIRM Panels 0200050085D, 0200050105D); Knik River (FEMA Firm Panel 0200050150D); and potential unmapped floodplains associated with the Matanuska River. Work activities would include both functionally and non-functionally dependent uses, but no net changes to base flood elevation are anticipated. Additionally, no significant encroachments are anticipated. This proposed project will comply with Section 106 of the National Historic Preservation Act; Executive Orders: 11990 (Wetlands Protection), 11988 (Floodplain Protection), 12898 (Environmental Justice), the Clean Air Act, Clean Water Act, Fish and Wildlife Coordination Act, and U.S. DOT Act Section 4(f). Construction for the proposed project is anticipated to begin in summer 2025.
