TRANSPORT RTATION STATE PUBLIC FACILITIES ST OF NOTICE OF INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES Project Title: HSIP DTMF Activated Railroad Crossing Signal Upgrades Project No.: CFHWY01241 The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposal to upgrade crossing signals at 8 high priority Alaska Railroad Corporation (ARRC) public grade crossings. The purpose of the proposed project is to improve crossing safety for ARRC on-track vehicles, equipment, and roadway traffic. The proposed project would involve installing Dual Tone Multi-Frequency (DTMF) crossing activation switches and new electronics in the controller cabinet at each crossing. The proposed improvements are located on the following Alaska Railroad Corporation (ARRC) public grade crossings: Pittman Rd, Wasilla Willow Fishhook, Willow International Airport Rd, Anchorage East 120th Ave, Anchorage Parks Hwy MP 235, Denali Parks Hwy (Hurricane), Trapper Creek Portage Glacier, Portage, Hallea Ln, Wasilla The proposed project would comply with all applicable authorities including Section 106 of the National Historic Pres- ervation Act; Executive Order-11990 (Wetland Protection); Executive Order-11988 (Floodplain Management); Executive Order-12898 (Environmental Justice); Clean Air Act; Clean Water Act; U.S. Fish and Wildlife Coordination Act; U.S. DOT Act Section 4(f); Bald and Golden Eagle Protection Act; Endangered Species Act; Magnuson-Stevens Fishery Conservation Management Act; and Section 6(f) of the Land and Water Conservation Act. Construction for the proposed project is anticipated to begin in 2025.
