VENN STATE & PUBLIC ST NOTICE OF INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES Project Title: Glenn Highway: Arctic Avenue to Palmer-Fishhook Road Safety and Capacity Improvements Project Number: CFHWY01034 The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration (FHWA) under 23 U.S.C. 327 and is soliciting comments and information on a proposed project to reconstruct the Glenn Highway from Arctic Avenue approximately 1.75 miles north to the pullout immediately north of the Palmer-Fishhook Road & Glenn Highway intersection. The primary purpose of the project is to increase safety and capacity of the travel corridor. Project management will conduct a traffic & safety analysis of the corridor to ascertain what specific design features are warranted for inclusion in the project. Federal funds are needed to complete the proposed project, and the effort will be required to comply with applicable laws and regulations under the National Environmental Policy Act (NEPA). DOT&PF has not yet determined the NEPA Class of Action for the proposed project and will make this determination when several design components have been identified. The project will reconstruct approximately 1.75 miles of the existing two-lane rural road from Arctic Ave (Old Glenn/Bogard Rd) to Palmer Fishhook Road to address capacity and safety deficiencies. The proposed project may include: Reconstruction and resurfacing of the roadway, which may result in physical separation of north & southbound traffic Addition or reconstruction of pedestrian facilities, including an adjacent shared-use pathway Addition or modification of through traffic, turn, and/or auxiliary lanes Roadway vertical and/or horizontal alignment shifts Geotechnical investigations Installation, repair, replacement, or modification of roadside hardware including, but not limited to: 0 guardrail, guardrail end treatments, or other safety barriers lighting o signals Americans with Disabilities Act (ADA) compliant pedestrian facilities Intersection improvements Changes in access control Drainage improvements, including ditch grading, culvert replacements and/or upgrades, stormwater basins, and other drainage facilities Vegetation clearing and grubbing Utility adjustments and/or relocations o signs o striping retaining wall(s) o noise barrier(s), if found to be warranted, reasonable, & feasible per the applicable DOT&PF Noise Policy The proposed project would comply with all applicable authorities including Section 106 of the National Historic Preservation Act, Executive Order-11990 (Wetland Protection); Executive Order-11988 (Floodplain Management); Executive Order-12898 (Environmental Justice); Clean Air Act; Clean Water Act; U.S. Fish and Wildlife Coordination Act; U.S. DOT Act Section 4(f); Bald and Golden Eagle Protection Act; Endangered Species Act; Magnuson-Stevens Fishery Conservation Management Act, and Section 6(f) of the Land and Water Conservation Act.
