TATION MENTIELL STATS AN ALASKA NOTICE OF INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES Project Title: Big Lake Rd: MP 0-3.6 and Church Rd Pavement Preservation Project No: 0511009/CFHWY00906 The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposed project to resurface two roadways and adjacent shared-use pathways. The primary purpose of the proposed project is to improve safety, prolong the service life of the pavement and reduce future maintenance costs of the facilities. The proposed work on Big Lake Road, Church Road, and their adjacent shared-use pathways would include, as necessary: Pavement resurfacing (roadway and pathway) Drainage improvements Improvements to roadside hardware (guardrail, signs, lighting, traffic data, etc.) . Striping Structural dig-outs Utility relocations Vegetation clearing and grubbing .ADA curb ramps The proposed action may include the replacement of one of more culverts which allow for the conveyance of several waterways beneath Big Lake Road and Church Road. This work may result in a temporary or permanent floodplain encroachment in the Zone A floodplain associated with Lucille Creek near Big Lake Road (FEMA Firm panel 02170C8020F). Potential impacts to the aforementioned waterway could include brush clearing and grubbing. embankment protection, stream channelization, and improvements to or replacement of drainage features. No net changes to the base flood elevation are anticipated. Additionally, no longitudinal or significant encroachment is anticipated. Two waterbodies near the Church Road segment of the proposed project may have unmapped floodplains associated with them. Meadow Creek, and an Unnamed Creek located approximately 1,700ft north of the intersection of Church and Seldon Roads (FEMA Firm panels 02170C8060F, 02170C8080F). Potential impacts to these waterways could include brush clearing and grubbing, embankment protection, stream channelization, and improvements to, or replacement of drainage features. No net change to the base flood elevation of either waterway is expected. No longitudinal or significant encroachment is anticipated a result of the proposed project. The proposed project would comply with all applicable authorities including Section 106 of the National Historic Preservation Act; Executive Order-11990 (Wetland Protection); Executive Order-11988 (Floodplain Management); Executive Order-12898 (Environmental Justice); Clean Air Act; Clean Water Act; U.S. Fish and Wildlife Coordination Act; U.S. DOT Act Section 4(f); Bald and Golden Eagle Protection Act; Endangered Species Act; Magnuson- Stevens Fishery Conservation Management Act; and Section 6(f) of the Land and Water Conservation Act. Construction for the proposed project is anticipated to begin in 2025.
