US Air Force Announces Start of Five-Year Review The 673d Air Base Wing at Joint Base Elmendorf-Richardson (JBER) announces the beginning of the Five-Year Review of cleanup remedies implemented at seven (7) Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) sites on JBER-Richardson. A Five-Year Review is required by CERCLA Section 121(c) and the National Contingency Plan at 40 CFR § 300.430(f)(4)(ii) because hazardous substances, pollutants, or contaminants remain onsite above levels that allow for unlimited use and unrestricted exposure. The purpose of the Five-Year Review is to evaluate whether the remedies selected to clean up contaminated sites are operating as designed and continue to remain protective of human health and the environment. The U.S. Environmental Protection Agency and Alaska Department of Environmental Conservation also are participating in this review. The seven sites addressed in this Five-Year Review include Operable Units B, C, and E, Site sS047, and Site Ss090. Historical military operations at these sites resulted in releases of petroleum, chlorinated solvents, pesticides, metals, and/or munitions constituents to soil, groundwater, and/or sediment. Selected remedies implemented at these sites included source removal and land use controls to limit exposure.
