U.S. Air Force Announces Start of Five-Year Review The 673d Air Base Wing at Joint Base Elmendorf-Richardson (JBER) announces the beginning of the Five-Year Review of cleanup remedies implemented at five Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) sites on JBER-Richardson. A Five-Year Review is required by CERCLA Section 121 (c) and the National Contingency Plan at 40 CFR § 300.430(f)(4)(ii) because hazardous substances, pollutants, or contaminants remain onsite above the levels that allow for unlimited use and unrestricted exposure. The purpose of the Five-Year Review is to evaluate whether the remedies selected to clean up contaminated sites are operating as designed and continue to remain protective of human health and the environment. The U.S. Environmental Protection Agency and Alaska Department of Environmental Conservation are also participating in this review. The five sites addressed in this Five-Year Review include Operable Units B, C, and E, and Sites SS047 and SS090. Historical military operations at these sites resulted in releases of petroleum, chlorinated solvents, pesticides, metals, and/or munitions constituents in soil, groundwater, and/or sediment. Selected remedies implemented at these sites included source removal and land use controls to limit exposure. Detailed information concerning JBER cleanup efforts is available in the Air Force Civil Engineer Center (AFCEC) Administrative Record at https://ar.cce.af.mil/ (search Fort Richardson, AK). The findings of this Five-Year Review will be placed in the AFCEC Administrative Record and on the JBER Environmental Restoration website at https://www.jber.jb.mil/Services-Resources/ Environmental/Restoration.aspx. Interested persons can participate in the Five-Year Review process through May 15, 2026 by responding to a questionnaire or providing any questions, concerns, or knowledge regarding the effectiveness of the remedies to: United States Army Corps of Engineers Samantha Fox P.O. Box 6898, JBER, Alaska 99506-0898 Samantha.R.Fox@usace.army.mil 907-753-2720 Additional information on the JBER-Richardson cleanup process and this Five-year Review is available by contacting Stephen Krause, AFCEC Remedial Project Manager at stephen. krause.2@us.af.mil or 907-552-1526.
